Capt. Hj Embran Hj Momin commenced his maritime career in 1974, working with a Singaporean National Shipping company where he engaged in global trade aboard general cargo vessels, first generation container ships, and bulk carriers. In 1984, he transitioned to Brunei Shell, where he furthered his experience by sailing with Shell Tankers UK, trading worldwide involving crude oil, petroleum products and LNG tankers.
In 1988, he returned to shore and assumed the role of Marine Operations Offshore Supervisor. During his tenure, he successfully managed over 1,200 movements of crude tankers with capacities reaching 300,000 SDWT, conducted over 800 movements for LNG tankers up to 80,000 SDWT, and facilitated more than 3,500 movements of methanol tankers with a maximum capacity of 30,000 SDWT.
In 1992, he was assigned to Shell Expro in Aberdeen, where he oversaw marine operations in the North Sea. He returned to Brunei in 1994, taking on the position of Head of Marine Operations, responsible for all marine activities within BSP concession areas, including management of 10 Master Mariners serving as Marine Operations Offshore Supervisors and 40 junior staff members.
He ascended to the position of Head of Marine at Brunei Shell Petroleum Co in 1997. During this tenure, he spent 4 years at Shell International Trading and Shipping Co. Ltd (STASCO) in London from 2002 to 2006.
In his role as Head of Marine and Marine Technical Authority at Brunei Shell, he was responsible for overseeing all marine operations within the Brunei Shell (BSP) concession areas. This included managing various marine activities related to BLNG, which encompassed a diverse fleet of vessels such as anchor handling tugs, supply vessels, harbour tugs, workboats, crane barges, standby vessels, fast crew crafts, and field support boats.
Following his retirement in 2012, he established a marine consultancy firm, CAPE Marine, which provided assistance to Bruneian marine companies regarding documentation, including HSE Management Systems and Safety Cases. The firm also facilitated training courses and Seafarers Evaluation Tests (SETs) for more than 500 prospective senior officers, preparing them for the examination administrated by Brunei Shell.
Recognised Achievements
Capt. Embran represented Shell International globally as a business liaison and governance auditor, where he led audits and business reviews, including HSE MS, across all marine operations within Shell Oil Products, Exploration and Production, and Shell Marine Products.
He also held the role of EP ‘lead’ within STASCO for all EP Marine businesses, and a significant achievement during his time at STASCO was authoring the ‘Shell Global Marine Procedures and Manual’. He co-created the original draft of the ‘Shell EP Time Charter Party’, which is currently being used by all Shell companies globally.
Capt. Embran was the founder and driving force behind the Shell Marine vessels database (MarVel), which has evolved into the current OVID system utilised by the Oil and Gas Industry. He served as the Marine Technical Expert (EP) within Shell’s Global Category Management.
In September 2018, he was designated as a board member of the Maritime and Port Authority of Brunei Darussalam.
In 2020, he collaborated with PACC Offshore Services Holdings (POSH) the create their Brunei arm and is presently serving as the Director and Country Manager of POSH Darussalam Sdn Bhd which is the sister company for Cape Marine Sdn Bhd.
